Carter Valley settlement established west of present day New Canton, Hawkens Co., KY. Settlers considered themselves to be Virginians, living in VA. Carter Valley was part of the major pathway for settlers heading west and south along the Cumberland trail. Before 1776, settlers had been organized into the Pendleton District of VA, and in 1776 they became part of Washington County and Fincastle County of VA. Although NC annexed this area as Washington Co., NC, some residents of Hawkens Co. continued to be part of Fincastle, and filed their wills there.

John Shiflett Junior of Albemarle Co. takes out a personal property mortgage from Thomas Walker for £ 200 due and payable by 10 May 1776 on the following property: "one Negro boy slave named Isaac and one Negro girl slave named Hannah, one Roan Horse branded on near Buttock thus + one black Horse branded on the near buttock P one dun coloured Mare branded on the near buttock with a Panhandle, twelve head of cattle marked with a swallow fork and two nicks in each ear, forty seven hogs marked as the Cattle, three Feather beds and furniture, two Pine Chests, one Cotton Wheel, one Flax ditto; three iron pots, three pewter dishes, five basons, eight plates, and one Cart".
